Although I am opposed to the commuting of Scooter Libby's sentenced incarceration term the President has the right and power to do it.
Leading Democrats including Presidential candidates are expressing outrage, "crony-ism," and Bush arrogance, etc. I can't remember but it is probably about the same expressions of political emotions the Republicans expressed at the end of Bill Clinton's term we he granted pardons to his political cronies including Marc Rich who had fled to Switzerland.
Senator Schumer (D-NY) called the commutation "Bush's disregard for the law." Senator Clinton (D-NY) called it "crony-ism." Senator Clinton would certainly know about crony-ism considering her husband was impeached and granted record numbers of pardons at the end of his term.
Here is just a few of Bill Clinton's pardons, not commutations, granted in January 2001:

- CLINTON, Roger, Conspiracy to distribute cocaine, Distribution of cocaine
- GREEN, Pincus, Switzerland, Wire fraud, mail fraud, racketeering, racketeering conspiracy, criminal forfeiture, income tax evasion, and trading with Iran in violation of trade embargo
- McDOUGAL, Susan H., Mail fraud, aiding and abetting in misapplication of Small Business Investment Corporation funds, aiding and abetting in making false entries, aiding and abetting in making false statements
- RICH, Marc, Switzerland, Wire fraud, mail fraud, racketeering, racketeering conspiracy, criminal forfeiture, income tax evasion, and trading with Iran in violation of trade embargo
- SHAW, Patricia Campbell Hearst, Wilton, Connecticut, Armed bank robbery and using a firearm during a felony
- SYMINGTON, John Fife, III, False statements to federally insured financial institutions, wire fraud, attempted extortion, and false statements in bankruptcy proceeding
