The Constitution of the United States
Article 2, Section 2
The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.
I didn't see anything that distinguishes between Republican and Democrats. Apparently, an awful lot of liberal democrats think only democrat President have this power. When Republican Presidents exercise this power it is crony-ism. When Democrat Presidents exercise this power it is a service to the country and righting a wrong... like pardoning drug traffickers such as Roger Clinton or felons on the lam like Marc Rich. At least if Hillary is elected President she won't be able to pardon "Slick Willy" from impeachment that the House of Representative convicted.
Don't re-elect incumbents! Or quasi-incumbents!
